Your PSN region decides which card works
A PlayStation Store card only works on an account in the same country or region. PlayStation sets your account's region when you create it, and you normally can't change it later. Where you live today, or where you're travelling, doesn't change that. A UK account needs a UK card even if you're in Dubai.

Delivery and refunds
Delivery is usually instant, but it might take 0–24 hours in rare cases. A card for the wrong region bought by your own selection can't be refunded, and PlayStation doesn't move funds between accounts. Invalid or undelivered codes are handled under the Refund Policy; report them within 48 hours of delivery.
